It had already been planned that the game for Cars 2 would be taking place at a spy academy where the cars were learning to be spies in a training simulator. What had not been finalized is the name or identity of the spy organization/academy.
At this time, PIXAR had not yet named the spy organization and had no need to. So the UI department of Avalanche Software was tasked with creating a visual identity for the spy academy.
When I created these logos, it was determined that it was to be a British spy academy. So these logos are based upon the real MI6 and the fact that the royal coat of arms is their official seal. What follows is various takes upon the theme of "overseeing", "enlightening the dark", and the current royal car of choice for the British royal family, the Rolls Royce.
